The CLOUD Act
This 2018 US law obliges providers with a US parent company to hand over data on demand of the US government, even when that data is stored in a European data centre.
NIS2 and board accountability
NIS2 (Directive 2022/2555) makes the board responsible for supply-chain risk management, including the choice of where business data lives and who can access it.
Clients and insurers ask for proof

Frequently asked questions about sovereign cloud.
What exactly is a sovereign cloud?
A cloud environment in which the data, the management and the jurisdiction all three fall within national borders. The data is physically stored in Dutch data centres, managed by a Dutch organisation and subject only to Dutch and European law. If one of the three is missing, it is not a sovereign cloud.
What is the CLOUD Act and why does it matter to Dutch companies?
The CLOUD Act is a 2018 US law that allows US government agencies to demand data from providers with a US parent company, regardless of where that data is stored. A European data centre of such a provider therefore offers no protection against it. For sensitive business data and intellectual property, that is a reason to choose Dutch jurisdiction.
Can we keep using Microsoft 365 alongside a sovereign cloud?
Yes. Most organisations choose a hybrid model: Microsoft 365 for mail, Teams and collaboration, and Dutch infrastructure for servers, sensitive data and backups. Your Microsoft 365 data is backed up daily to Dutch, immutable storage, so you keep control there as well.
What does Tier III/IV mean for data centres?
Tier III and Tier IV are the highest availability classes for data centres, with 99.98 to 99.995 percent uptime thanks to redundant power, cooling and connectivity. Qteco runs your sovereign cloud and backups exclusively in Dutch Tier III/IV data centres.
What does a sovereign cloud cost at Qteco?
Sovereign Dutch infrastructure is part of the workplace packages: multi-AZ in Dutch Tier III data centres from the Growth package and geo-redundant Tier III/IV on Scale-up and Enterprise. Separate workloads, servers or extra storage are quoted after the inventory, so you know a fixed monthly price in advance.
Is a Dutch cloud provider automatically sovereign?
No. A Dutch branch or a Dutch data centre of a foreign provider is still subject to the legislation of the parent company. Always ask about the three components: where is the data, who manages it and which law applies to the provider. Only when all three are Dutch or European is the cloud sovereign.
